MVHO was originally created through the local Alcohol, Drug Addition and Mental Health (ADAMHS) Board of Montgomery County. These uniquely Ohio local county boards are created to distribute mental health and chemical dependency funding to each county. Their funds include local Medicaid match from the county as well as a portion of the county’s Human Services Levy.
MVHO is a state certified Community Housing Development Organization (CHDO). This designation means that MVHO uses local community input to develop housing programs. It also allows us to apply for funding to be used toward development of our organization. This includes hardware, software, vehicles and maintenance, administrative staffing, training, marketing, planning, equipment, etc.
MVHO took over management of the old county home, New Hope Villa, in January of 2008. By transferring the project from the county to MVHO, the tenants are now eligible for Medicaid assistance and Section 8 through Dayton Metropolitan Housing Authority. This has lowered the cost for the project by over $1.5 million per year to the county. Meanwhile, the county has maintained their commitment to fund the balance of the project’s on-going coats.
The largest portion of MVHO’s budget comes from the federal U.S. Department of Housing and Urban Development (HUD) Shelter Plus Care (S+C) Program. Most of this $2.5 million allocation is pass through funding to landlords for rental subsidy (similar to the Section 8 Program). However, MVHO has three allocations of these funds that pay rent subsidies at our own apartments.
In addition to the S+C funding, MVHO receives two grants from the federal U.S. Department of Housing and Urban Development (HUD) Supportive Housing (SHP) Program. These funds cover a portion of operating costs at six MVHO properties.
MVHO is one of eight agencies chosen to administer a state demonstration program to house mentally ill persons exiting state prisons. We house nine tenants scattered throughout our buildings. ODRC covers their cost of services and rental subsidy until they can manage some of these costs on their own.
MVHO administers the federal PATH Program in Montgomery County. This federal funding is allocated annually through the Ohio Department for Mental Health (ODMH)for homeless outreach. It covers the cost of staffing and expenses for three outreach staff at MVHO.
MVHO received a three-year contract from the City of Dayton to provide inspection services for the Homeless Prevention and Rapid Rehousing (HPRR) Program. We receive a per diem per inspection for the term of this temporary program
The second largest source to MVHO’s budget is rental payments for our apartments. Tenants pay 30% of their adjusted income for rent. Some of the subsidies used to cover the balance of their rents are listed above, but we also have tenants who receive Section 8 through contracts directly with Dayton Metropolitan Housing Authority (DMHA) or with project-based contracts directly to MVHO. Additionally, some of our tenants get their subsidy from the Housing Assistance Program funded through the Ohio Department of Mental Health through Eastway.
MVHO also continues to develop new units of permanent, supportive housing. For this purpose, we apply to other sources of funding to purchase, renovate or build the units and cover soft costs. These funds include the Federal Home Loan Bank of Cincinnati, Ohio Housing Finance Agency (Housing Development Fund and Low Income Housing Tax Credit Programs), Montgomery County HOME Funds, and City of Dayton HOME Funds.
