MVHO Rental Assistance

MVHO manages over 400 Shelter Plus Care vouchers in cooperation with the City of Dayton. The program provides rental subsidy payments to Montgomery County landlords for homeless persons with disabilities. The actual subsidy that MVHO will provide for a specific unit is based on the difference between the contract rent and the rent paid by the tenant(s) of that unit. Funding for this program is provided by the U.S. Department of Housing and Urban Development.

Contract Rent - The actual rent of the dwelling unit. This includes the utilities if the tenant is paying them. Contract rents must be reasonable meaning they must be below the published HUD fair market rent for the area, reasonable in relation to rents for comparable unassisted units in the area, and not in excess of the rents being charged by the same landlord for comparable unassisted units in the area. The contract rent is set by HUD for all HUD 811, MVHO SRO and Section 8 assisted units.

Tenant Rent - Some of the contract rent is paid by the tenant. Tenants must pay rent in accordance with Section 3(a) of the Housing Act of 1937. Under Section 3(a), each participant must pay the highest of:

30 percent of monthly adjusted income (40 percent with a HAP subsidy),
10 percent of monthly gross income, or
payments received from welfare for housing.

Each housing unit assisted with Shelter Plus Care must comply with the Dayton Metropolitan Housing Authority Housing Quality Standards. You can obtain a copy of these standards from MVHO or at the DMHA website (www.dmha.org). Before any assistance can be provided, MVHO or a qualified contractor must physically inspect the unit to insure that it meets the written standards. Any deficiency must be corrected within 30 days of the lease and be verified by the inspector.
